OfferGetById

Входные параметры
serviceId - ID сервиса
userId - ID пользователя в системе
offerId - ID оферты
hash - подпись запроса
Возвращаемые параметры
offerInfo - строка в формате JSON описывающая объект OfferInfo
Возвращаемое значение
код ошибки или 0, если ошибок нет
