OffersGetByService

Получить оферты отфильтрованые по ID сервиса
Входные параметры
serviceId - ID сервиса
hash - подпись запроса
Возвращаемые параметры
offers - строка в формате JSON описывающая массив объектов OfferInfo
Возвращаемое значение
код ошибки или 0, если ошибок нет
