Входные параметры
serviceId - ID сервиса
userId - ID пользователя в системе
status - статус. 0 – без фильтра по статусу
hash - подпись запроса
Возвращаемые параметры
contracts - лист объектов ContractInfo
Возвращаемое значение
код ошибки или 0, если ошибок нет
